12104183DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 2.2-1131.2 as follows:
§ 2.2-1131.2. State-owned buildings; energy efficiency and usage scores.
A. The Department shall establish a program requiring an energy analysis of each state-owned building to identify opportunities for reduced energy use. Each state-owned building shall obtain an energy efficiency score utilizing the Energy Star assessment and ratings program by December 31, 2012. The Energy Star score for each state-owned public building shall be published on the Department's website and updated annually.
B. As used in this section:
"Energy Star" means the partnership consisting of the U.S. Department of Energy, the U.S. Environmental Protection Agency, product manufacturers, local utilities, and retailers established, among other things, to promote energy efficiency in buildings through benchmarking and rating energy performance.
"State-owned building" means any building owned by the Commonwealth that contains more than 50,000 square feet of usable space.
