Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 4.1-203.1 as follows:

§ 4.1-203.1. Qualification for managers of licensed retail establishments.

[ All managers of licensed retail establishments shall be U.S. citizens or legally present in the United States. No retail licensee shall knowingly employ as a manager or otherwise any unauthorized alien as defined in the federal Immigration Reform and Control Act of 1986. ]
