WHEREAS, Cathy Belter, a tireless advocate for children and youth who served as a member of the Fairfax County School Board, president of the Virginia PTA, and member of the national PTA board of directors, died on December 31, 2011; and
WHEREAS, as a student of Good Counsel College in New York, Cathy Belter met her husband, Len, while on vacation one Labor Day weekend in Manhasset, Long Island; the couple completed their studies and then married; and
WHEREAS, in 1970 the couple settled in Springfield and several years later, Cathy Belter earned a master’s degree from the University of Maryland; and
WHEREAS, for several years, Cathy Belter worked as a part-time librarian, enjoying reading to children and taking a leadership role with the Fairfax County Public Library Employee Association; and
WHEREAS, as the mother of two young children at Hunt Valley Elementary School, Cathy Belter took a deep interest in school activities, volunteering her time and energy with the school’s parent teacher association and eventually serving as its president; and
WHEREAS, Cathy Belter continued her involvement with the PTA on a state and national level, becoming president of the Virginia PTA and bringing her characteristic resolve and enthusiasm to the national PTA board of directors for 10 years; and
WHEREAS, while on the national board, Cathy Belter was the education chair and legislative vice president, lobbying Congress, meeting with Virginia Department of Education officials, and traveling the country presenting workshops; and
WHEREAS, from 2000 to 2007, Cathy Belter served on the Fairfax County School Board, where she was highly regarded for her commitment to the children and youth of the county and for her ability to forge consensus; and
WHEREAS, concerned for the welfare of her fellow residents, Cathy Belter was a member of Social Action Linking Together and participated in Saint Mary of Sorrows Catholic Church’s community outreach activities; and
WHEREAS, Cathy Belter, in the spirit of service, participated in studies of Alzheimer’s at Georgetown University Hospital; and
WHEREAS, Cathy Belter brought great joy to her family and friends and will be greatly missed by her husband, Len; children, Laura and Douglas, and their families; and numerous other family members, friends, and admirers; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of a dedicated advocate for children and youth, Cathy Belter; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Cathy Belter as an expression of the House of Delegates’ respect for her memory.
