HOUSE JOINT RESOLUTION NO. 83
Commending Peter Holland Luke.

WHEREAS, the Honorable Peter Holland Luke retired as Rappahannock County’s Commonwealth’s Attorney on December 31, 2011; and

WHEREAS, Mr. Luke graduated from Culver Military Academy, Culver, Indiana, in 1965 as Cadet Captain and Unit Commander; graduated from the University of Virginia College of Arts and Sciences in 1969 where he was captain of the University of Virginia crew team; and graduated from the University of Virginia School of Law with a juris doctor degree in 1972, having spent the summers of 1970 and 1971 as a police officer with the City of Virginia Beach law student-police program; and

WHEREAS, Mr. Luke entered into active duty with the United States Air Force as a Judge Advocate in December 1972, serving postings at Eglin Air Force Base in Florida, with the 338th Combat Support Group in Korat, Thailand, and at Headquarters Command at Bolling Field, in Washington, D.C., from which he was detached to serve at the White House and the United States Department of Justice; and

WHEREAS, Mr. Luke entered the private practice of law in 1977 serving as a Commissioner in Chancery, as president of the Rappahannock County Bar Association, as counsel for the Rappahannock-Rapidan Community Services Board, and beginning in 1980, as Substitute Judge and Special Justice for the Twentieth Judicial District of Virginia, in which position he continued to serve until his election as Commonwealth’s Attorney for Rappahannock County, Virginia, in November 1983; and

WHEREAS, Mr. Luke has served continuously as Commonwealth’s Attorney for Rappahannock County since January 1, 1984, a period of 28 years, and for the same period served as County Attorney for Rappahannock County, part of which time he was “loaned” to Culpeper County to serve as acting Culpeper County Attorney; and

WHEREAS, Mr. Luke was certified as an emergency medical technician and was a member of the Marshall and Amissville, Virginia, rescue squads, serving as the president of the latter in 1984; and

WHEREAS, Mr. Luke determined not to seek reelection as Commonwealth’s Attorney for Rappahannock County at the end of his term of office expiring on December 31, 2011, but as of February 1, serves as County Attorney at the pleasure of the board of supervisors; and

WHEREAS, in his semi-retirement, Mr. Luke will have more time to devote to outdoor activities in Rappahannock County, including the hiking and bicycling he so enjoys, in the company of his spouse, Sharon Genebach Luke, and their children, Christina and Benjamin; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend a dedicated public servant, member of the criminal justice bar, and outstanding Virginian, Peter Holland Luke; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Peter Holland Luke as an expression of the General Assembly’s respect and admiration for his hard work and dedication to public safety and public interest along with its best wishes for his future endeavors.
