HOUSE JOINT RESOLUTION NO. 59
Commending Marshall W. Trammell, Jr.

WHEREAS, Marshall W. Trammell, Jr., retired from the Chesterfield County School Board in 2011 after 20 years of distinguished service; and

WHEREAS, a graduate of Virginia Tech, Marshall Trammell enjoyed a successful 37-year career with the Virginia Department of Agriculture and Consumer Services that included managing Virginia’s Nursery Inspection Program, the Program Development and Evaluation unit, and the Pesticide Certification, Licensing, Registration, and Training Program; and

WHEREAS, a representative of the Bermuda District, Marshall Trammell has played a vital role in the development of one of the nation’s top school districts that includes 62 fully accredited schools, over 58,000 students, and an operating budget of over $500 million; and

WHEREAS, as a three-time chair and four-time vice-chair of the school board, Marshall Trammell has provided visionary leadership to the Chesterfield County Public School system, helping create a system that in 2010 was rated by 86 percent of residents as excellent or good; and

WHEREAS, during his tenure, Marshall Trammell served on the board of directors for the Appomattox Regional Governor’s School for the Arts and Technology, the founding board of directors for the Maggie L. Walker Governor’s School for Government and International Studies, and the boards of the Metropolitan Educational Research Consortium and the MathScience Innovation Center; and

WHEREAS, Marshall Trammell worked diligently to encourage the recruitment of the best teachers to Chesterfield County to provide students with a superior education; the school system currently has over 1,800 teachers with master’s degrees and over 80 National Board Certified Teachers; and

WHEREAS, the Chesterfield County Public School system enjoys the widespread support of local businesses and community organizations while thousands of individuals volunteer in classrooms, creating a strong network focused on the County’s children and youth, a factor in Chesterfield County being named for the fourth time as one of the 100 Best Communities for Young People by America’s Promise Alliance; and

WHEREAS, the success of the Chesterfield County Public School Board and school system can be seen in the students themselves: 85 percent graduate on time, 90 percent of the 2010 class planned to attend a two- or four-year college, and the 2010 class earned $18.2 million in scholarships; and

WHEREAS, fiscally conservative, Marshall Trammell consistently encouraged the use of efficient and effective practices in all areas of the school system, resulting in a Standard & Poor’s ranking of the school system as third among 15 of Virginia’s largest localities in a comparison of reading and math proficiency with money spent; and

WHEREAS, for the past two decades, Marshall Trammell has unselfishly given of his time and talents to ensure that the youth of Chesterfield County are prepared to meet the challenges of the 21st century; and

WHEREAS, after 20 years of devoted service, Marshall Trammell looks forward to spending time with his family and continuing to serve at Sherbourne United Methodist Church; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Marshall W. Trammell, Jr., for his exemplary service to the Chesterfield County School Board on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Marshall W. Trammell, Jr., as an expression of the General Assembly’s appreciation and admiration for his commitment to the young people of Chesterfield County.
