Celebrating the life of John Boyd Noftsinger, Jr., Ed.D.

WHEREAS, John Boyd Noftsinger, Jr., Ed.D., who served James Madison University and his profession with great dedication and took an active role in community affairs, died on November 10, 2011; and

WHEREAS, John Noftsinger was born on November 30, 1962, in Roanoke, Virginia, son of the late Mr. and Mrs. John Noftsinger, Sr.; and

WHEREAS, Dr. Noftsinger was a graduate of William Fleming High School and a 1985 graduate of James Madison University (JMU); and

WHEREAS, as an undergraduate at JMU, Dr. Noftsinger was selected as the first student to serve on the JMU Board of Visitors; he received his master of arts degree in Higher Education Administration from The Ohio State University in 1987 and was the 2009 winner of Ohio State University’s Maude Stewart Alumni Award for leadership and innovation in higher education; and

WHEREAS, in 1997 Dr. Noftsinger received his doctoral degree in the Higher Education Program at the University of Virginia, where he was the 1994 winner of the Annette Gibbs Award for scholarly achievement in the program; and

WHEREAS, Dr. Noftsinger’s professional career at JMU began in 1989, and he most recently served as Vice Provost for Research and Public Service; and

WHEREAS, in addition to his role as Vice Provost, Dr. Noftsinger served as Executive Director of the Institute for Infrastructure and Information Assurance, Professor of Integrated Science and Technology and Strategic Leadership, and as the President and Chair of James Madison Innovations; under his leadership, JMU achieved record levels of funding for sponsored research; and

WHEREAS, Dr. Noftsinger’s statewide leadership was recognized by various high-level appointments; he served as co-chair of the Virginia Research and Technology Advisory Commission; as former Deputy Secretary of Education for the Commonwealth of Virginia; as trustee for the Southeastern Universities Research Association; as a founder, board member, and former chair of the Virginia Technology Alliance; as first president of the Shenandoah Valley Technology Council; and as a member of the Research Advisory Council of the Virginia Biotechnology Association; and

WHEREAS, a devoted family man, Dr. Noftsinger will be fondly remembered and greatly missed by his wife, Lucinda; sons, Joshua, Zachary, and Jacob; other family members and friends; and former colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a dedicated academic and respected citizen of the Commonwealth, John Boyd Noftsinger, Jr., Ed.D.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of John Boyd Noftsinger, Jr., Ed.D., as an expression of the General Assembly’s respect for his memory.
