12104053DWHEREAS, the Honorable Robert Morgan Armstrong, the esteemed chief judge of the General District Court of the 21st Judicial District, retired on December 31, 2011, after 16 years of devoted service to the residents of the Commonwealth; and
WHEREAS, a dedicated attorney respected for his knowledge of the law, Morgan Armstrong served as a prosecutor in the Henry County Commonwealth’s Attorney’s Office and spent 15 years in private practice before his appointment in 1995 to the 21st Judicial District; and
WHEREAS, a knowledgeable jurist, Judge Armstrong brought a breadth of experience to the courtroom as he presided with great wisdom, fairness, and commitment to justice over a variety of cases during his tenure; and
WHEREAS, Judge Armstrong witnessed many changes to the judicial system as a result of the area’s declining economy and upheld the law with compassion in difficult and often heartrending cases; and
WHEREAS, Judge Armstrong earned the respect of his colleagues for his firm grasp of the intricacies of the law and commitment to his profession and generously gave of his time and talents in the community; and
WHEREAS, a longtime member of the National Ski Patrol, Judge Armstrong, in his free time, trained ski patrollers and served as the division director for all ski patrols in the Southeast and looks forward to hitting the slopes during retirement; and
WHEREAS, Judge Armstrong has served the citizens of the Commonwealth and his profession, colleagues, and community with great skill, knowledge, and commitment and will continue to serve the Commonwealth as a substitute judge; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Robert Morgan Armstrong for his dedication to Virginia’s judicial system, his profession, and the people of the City of Martinsville and Counties of Henry and Patrick; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Robert Morgan Armstrong as an expression of the General Assembly’s gratitude for his commitment to justice and public service.
