WHEREAS, Warren A. Arthur admirably served as Clarke County Commissioner of the Revenue for more than two decades; and

WHEREAS, a native of Chicago, Warren A. “Art” Arthur earned a bachelor’s degree from John Carroll University and then served in the United States Army from 1960 to 1968; he was on active duty in the United States, Germany, and Vietnam, and attained the rank of captain; and

WHEREAS, Art Arthur embarked on a multifaceted career after his military service; he was a personnel manager in private industry and at a hospital, owned an advertising sales business, and was an adjunct university instructor; and

WHEREAS, while working, Art Arthur furthered his education by earning graduate degrees from Frostburg State College and Mount St. Mary’s College; and

WHEREAS, in 1988 Art Arthur changed careers and entered local government; he brought a wealth of financial management experience and a strong business background to the position of Commissioner of the Revenue for Clarke County; and

WHEREAS, several major accomplishments occurred during Art Arthur’s tenure, including the computerization of the office of the Commissioner of the Revenue and the implementation of simplified procedures for county residents conducting business with the Commissioner of the Revenue’s office; and

WHEREAS, Art Arthur served his fellow commissioners as president of the Commissioners of the Revenue Association of Virginia in 2000; he was certified as a Master Commissioner of the Revenue by the Weldon Cooper Center for Public Service at the University of Virginia in 2003; and

WHEREAS, in recognition of his service to his fellow Commissioners of the Revenue throughout the Commonwealth, Art Arthur received the Sam T. Barfield Award for Excellence by the Commissioners of the Revenue Association of Virginia in 2006; and

WHEREAS, Art Arthur retired in 2011, enabling him to spend more time on his hobbies and activities, including a love of antique and British sports cars; he is involved in many civic organizations and is a lector at St. Bridget Catholic Church; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Warren A. Arthur for his many years of service to the residents of Clarke County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Warren A. Arthur as an expression of the General Assembly’s appreciation and respect for his work on behalf of Clarke County.
