Commending Ray Mingee.

WHEREAS, Ray Mingee, who joined the Phoebus Volunteer Fire Company during World War II, has dedicated much of his life to ensuring the safety of the residents of Phoebus; he has been a volunteer firefighter on the Hampton peninsula for 70 years; and

WHEREAS, Ray Mingee joined the company in November 1942 and has served in all administrative positions of the Phoebus Volunteer Fire Company, including terms as vice president and president; and

WHEREAS, Ray Mingee suffered a tragic automobile accident in 1947 and lost his left arm, yet he was determined to provide this vital public safety service, and the loss of his arm did not deter him; he successfully continued to serve his community as an active firefighter; and

WHEREAS, over the years, Ray Mingee has battled countless blazes; he has witnessed great advances as firefighting equipment and first-response vehicles have become ever more specialized, and he has seen changes in the types and severity of fires; and

WHEREAS, Ray Mingee and the other volunteers at the Phoebus Volunteer Fire Company have continually striven to provide the highest level of firefighting skill and technology to the Phoebus area; the firefighters have also worked to educate residents in fire prevention methods, a crucial component of successful fire safety efforts; and

WHEREAS, the contributions Ray Mingee has made as a first responder for the Phoebus Volunteer Fire Department are immeasurable, and the residents of Hampton—especially those who live or work in historic Phoebus—are the beneficiaries of his decades of service; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend an outstanding Virginian and a dedicated firefighter with 70 years of service, Ray Mingee; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Ray Mingee as an expression of the General Assembly’s admiration and respect for his unswerving commitment to the safety of the residents of Hampton.
