12104880DWHEREAS, A.R. Dunning, Jr., who in his three decades of service to Clarke County worked to maintain the county’s rural appeal while promoting sound planning practices, appropriate economic development, and regional cooperation, retired from the Board of Supervisors on December 31, 2011; and
WHEREAS, A.R. “Pete” Dunning, Jr., first won office in 1979, representing the White Post District; during the following years he served as chairman of the Clarke County Board of Supervisors and as the board’s representative on the Clarke County Planning Commission; and
WHEREAS, Pete Dunning played a key role in many important and far-reaching issues affecting Clarke County; one such issue was the Easement Authority, which encourages landowners to place property in conservation easements; today 20 percent of the county’s acreage is protected in perpetuity; and
WHEREAS, Clarke County now uses a sliding-scale zoning process, a method that Pete Dunning long advocated, and he also was a proponent of Clarke County’s computerized Geographic Information System which helps facilitate zoning decisions; and
WHEREAS, in economic development, Pete Dunning favored the purchase and development of the Clarke County Business Park and was a strong supporter of installing sewer lines in the Waterloo area, construction that subsequently attracted business development to the intersection of U.S. Route 50 and U.S. Route 340; and
WHEREAS, Pete Dunning was an advocate for regional cooperation; recognizing that a good working relationship with surrounding localities would benefit Clarke County’s residents, he actively worked to secure a regional landfill pact and a regional jail arrangement; and
WHEREAS, as a farmer, Pete Dunning encouraged wise use of the county’s natural resources; in particular he stressed the importance of groundwater protection and the crucial need to ensure adequate water supplies for future generations; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend a dedicated and esteemed public servant whose commitment to the betterment of Clarke County was a core principle that guided his decisions, A.R. Dunning, Jr.; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to A.R. Dunning, Jr., as an expression of the General Assembly’s appreciation for his years of service and his many accomplishments on behalf of Clarke County.
