Commending the Honorable James F. Almand.

WHEREAS, the Honorable James F. Almand, an esteemed judge appointed by Governor Mark R. Warner to the 17th Judicial District Circuit Court, retired in December 2011, after eight years of service to the citizens of Arlington and Falls Church; and

WHEREAS, prior to becoming a judge, James Almand served in the Virginia House of Delegates from 1978 to 2003, again representing parts of Arlington and Fairfax Counties, served on the Courts of Justice Committee during his entire tenure in the legislature, and was chairman and co-chairman of the Committee from 1992 to 2001; and

WHEREAS, James Almand served as a Deputy Sheriff and an Assistant Commonwealth’s Attorney in Arlington and as a member of the Virginia State Crime Commission, as well as chairman of the Commission on Virginia Alcohol Safety Action Program; and

WHEREAS, James Almand graduated from The College of William & Mary in 1971 and received his law degree from the Marshall-Wythe School of Law in 1974; and

WHEREAS, Judge Almand has received numerous awards and honors throughout his distinguished career for his accomplishments and public service, including, in 1998 the Virginia Community Criminal Justice Association naming its annual award “The James F. Almand Award for Advancement in Community Corrections;” in 1999 he was recognized by the Virginia Sheriffs’ Association as “Legislator of the Year,” and in 2000 the Arlington County Bar Foundation presented him with the William L. Winston Award for longstanding public service; and

WHEREAS, Judge Almand is married to Cynthia Flood Almand and they have three children; and

WHEREAS, Judge Almand has been an active community supporter and is well-known for his civic responsibility in such roles as Church Elder and Arlington Optimist Club member, and his work for numerous charitable organizations, including the American Red Cross, Boy Scouts of America, and United Way campaigns, among others; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable James F. Almand for his distinguished service on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable James F. Almand as an expression of the General Assembly’s gratitude for his commitment to justice and public service.
