2012 SESSION
WHEREAS, the republican institutions of the United States depend for their preservation and performance upon a culture that engenders individuals capable of achieving the virtues required for governance of the interior faculties of self and soul; and
WHEREAS, it is the individual men and women who have attained unto individual self-governance to whom our communities turn for leadership in public affairs through elective office; and
WHEREAS, it is a distinct privilege to be elected to public office by one’s friends and neighbors to act in their behalf for the common good of a particular political jurisdiction; and
WHEREAS, it is a rare achievement to be elected to office even by one’s friends and neighbors for numerous successive terms on a county’s Board of Supervisors; and
WHEREAS, Robert R. Cosby is a quintessential product of the culture of Powhatan County, which for centuries has been peopled by enterprising families devoted to kith and kin and to the cultivation of the soil, and devoted therefore also to the cultivation of a community characterized by the distinctive virtues—including self-government—of the rural world of the Southside of Virginia; and
WHEREAS, a spirit of independence arising from the practice of self-government is fundamental to the Virginian tradition; and
WHEREAS, Robert R. Cosby has in his person embodied the virtues and also the capabilities of his ancient family of Powhatan; and
WHEREAS, the citizens of Powhatan County’s District 3, recognizing a principled and personable man among them, have for ten consecutive four-year terms elected Robert R. Cosby to be their representative on the county’s Board of Supervisors; and
WHEREAS, Robert R. Cosby has for these past four decades devoted his energies to the well-being of his community and also the entire county of Powhatan, embodying the public virtues of the Virginian tradition of politics and public service; and
WHEREAS, having already well passed the threshold of “three score years and ten” by which the span of most men’s lives is measured, Robert R. Cosby has voluntarily concluded his career in elective public office that he might devote all of his energies to his family and their farm; and
WHEREAS, the contributions made by Robert R. Cosby to the congeniality and effectiveness of the Board of Supervisors of Powhatan County are not only beyond counting but will endure for generations to come; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Members of the body recognize the remarkable contributions to his community of Robert R. Cosby; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robert R. Cosby in grateful commendation of his long and honorable service to the people of Powhatan.
