WHEREAS, the total, statewide economic benefit in 2010 from Washington Dulles International Airport includes 96,980 jobs and $10.123 billion in economic activity for the Commonwealth, according to the 2011 Virginia Airport System Economic Impact Study prepared for the Virginia Department of Aviation; and

WHEREAS, Washington Dulles International Airport is currently operating at approximately 30 percent of capacity for air cargo, and 35 to 40 percent of its air passenger capacity; and

WHEREAS, Washington Dulles International Airport lacks adequate surface transportation access from the south, north, and west, which will invariably stifle future growth and ultimately limit the Commonwealth's ability to compete in the international marketplace; and

WHEREAS, the Commonwealth Transportation Board has recently established a North-South Corridor of statewide significance in recognition of the importance of connectivity to Dulles International Airport; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Joint Legislative Audit and Review Commission be directed to study the potential economic impact of the proposed Bi-County Parkway and Tri-County Parkway transportation infrastructure projects.

In conducting its study, the Joint Legislative Audit and Review Commission (JLARC) shall consider, at a minimum, the additional potential economic impacts on and benefits to the private sector, the potential increases in state and local tax revenues directly and indirectly attributable to increased commercial and passenger traffic at Dulles International Airport, and the potential for business location and job creation in surrounding jurisdictions.

All agencies of the Commonwealth shall provide assistance to the Joint Legislative Audit and Review Commission for this study, upon request.

The Joint Legislative Audit and Review Commission shall complete its meetings by November 30, 2012, and the Chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2013 Regular Session of the General Assembly. The executive summary shall state whether JLARC intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
