Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:26 as follows:

§ 33.1-223.2:26. Collection of tolls for use of Midtown or Downtown Tunnels.

If tolls are imposed and collected for use of either the Midtown or Downtown Tunnels connecting the Cities of Norfolk and Portsmouth beneath the Elizabeth River, the method or methods used to collect such tolls shall afford the user of the facility the ability to pay the toll without the use of any automated or electronic systems or devices.
