Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 23-76.2 as follows:

§ 23-76.2. Use of general fund appropriations; Virginia Freedom of Information Act.

The University of Virginia shall only use moneys appropriated to it from general fund revenues, and may not use moneys from any other source, including university-related foundations, to pay for any costs incurred by the University related to the enforcement of the Virginia Freedom of Information Act (§ 2.2-3700 et seq.).
