Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 23-22.1 as follows:

§ 23-22.1. Use of general fund appropriations; Virginia Freedom of Information Act.

An institution of higher education referred to in § 23-14 shall only use moneys appropriated to such institution from general fund revenues, and may not use moneys from any other source including university-related foundations, to pay for any costs incurred by such institution related to the enforcement of the Virginia Freedom of Information Act (§ 2.2-3700 et seq.).
