1.  That the Code of Virginia is amended by adding a section numbered 23-76.2 as follows:

§ 23-76.2. Use of general fund appropriations; Virginia Freedom of Information Act.

A. Notwithstanding any other provision of law, if funds from any of its university-related foundations are used to pay for any costs related to the enforcement of the Virginia Freedom of Information Act (§ 2.2-3700 et seq.) incurred by the University of Virginia, the foundation shall be required to provide to the University a list of all persons who have made donations to the foundation within the prior three years, including the name, address, and aggregate amount of contributions made by each donor.
