Be it enacted by the General Assembly of Virginia:

1.  § 1. That whatever changes are made to the compensation of state employees covered under the Virginia Personnel Act (§ 2.2-2900 et seq. of the Code of Virginia) and whatever changes are made to the fringe benefits offered to such state employees that are also offered to members of the General Assembly shall be made to the compensation and fringe benefits of members of the General Assembly. However, the effective date of changes to the compensation of members of the General Assembly shall be in accordance with the provisions of Article IV, Section 5 of the Constitution of Virginia.
