deregulation of the professions of hair braiding and mold inspectors and mold remediators; transfer of certain powers and duties from the Department of Environmental Quality to the Department of Conservation and Recreation concerning environmental education, from the Virginia Soil and Water Conservation Board to the State Water Control Board concerning municipal separate storm sewer system (MS4) permitting, and from the Governor's Office of Substance Abuse Prevention to the Department of Alcoholic Beverage Control concerning substance abuse prevention.
