WHEREAS, the state-responsible juvenile offender population of the state facilities operated by the Department of Juvenile Justice has declined by more than 40 percent from the peak of 1,360 in FY 2000 to 808 in FY 2011, and the population is projected to continue to decline until increasing slightly to 725 state-responsible juvenile offenders in 2017; and
