2011 SPECIAL SESSION I
WHEREAS, it is recorded in the history of the Fan District Association of the City of Richmond, Virginia, Inc., that the historic Fan District of Richmond, an 85-block Victorian residential neighborhood immediately west of the city's downtown commercial area, is so named because of the fan shape of the streets encompassing the district; and
WHEREAS, the Fan District, property bequeathed to William Byrd by his uncle, royal Governor William Berkeley during the late 17th century, was developed as farmland, and later in the 1880s, extensive building in the area resulted in large stately homes in an extraordinary variety of styles with picturesque shady streets which contribute to the district's distinctive quality and cohesive identity; and
WHEREAS, revitalization of the neighborhood and restoration of the town homes; architecturally attractive buildings; close proximity to downtown Richmond, Virginia Commonwealth University, the Virginia Museum of Fine Arts, the Virginia Historical Society, the Science Museum, churches, medical facilities, historical monuments, and nearby commercial establishments; and moreover, enlightened residents who share, appreciate, and practice traditional values are among the many amenities that contribute to a cultured way of life in the Fan District; and
WHEREAS, to generate interest in and promote the unique character and lifestyle of the Fan District, on October 12, 1961, about 20 residents established the Fan District Association to "beautify and encourage property owners to continue the restoration and orderly development of the Fan District, and to promote the health, welfare, happiness, and the civic, cultural, educational, and recreational betterment of the Fan District and Richmond," and on April 25, 1968, the Association was renamed the Fan District Association of the City of Richmond, Virginia, Inc.; and
WHEREAS, to further communication and to keep residents informed of community events, changes and needs within the neighborhood, issues of mutual interests, and educational and cultural opportunities, the Fan District Association created "Fanfare," a free quarterly newsletter distributed to all members of the Association; and
WHEREAS, the Fan District Association "is dedicated to the preservation, restoration, and betterment of the residents of the Fan District," has been a constant voice for the area's residents, educational, religious, and civic organizations, represented the Fan District before city and state agencies, and promoted the interests of the district to maintain and ensure a balanced and high quality of life enjoyed by its residents; and
WHEREAS, the Fan District Association has faithfully performed its duties for the people of the Fan District for 50 years to protect and preserve this historic community in the City of Richmond, and promote community pride among the residents of the Fan District; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Fan District Association of the City of Richmond, Virginia, Inc., on the occasion of its 50th anniversary; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Barbara Hartung, President of the Fan District Association of the City of Richmond, Virginia, Inc., as an expression of the General Assembly's appreciation of the Association's tireless efforts and service to the citizens of the Fan District of the City of Richmond, and the General Assembly's best wishes for the future.
