SUMMARY AS PASSED:

Department of General Services; surplus real property; inventory of state-owned land.  Changes the fund to receive the 50 percent portion of the proceeds from the sale, lease, or conveyance of surplus property owned by the Commonwealth from the Conservation Resources Fund to the State Park Acquisition and Development Fund. The bill requires the Department of General Services to develop the criteria for and conduct an inventory of all real property, as defined in § 2.2 1147, owned by state departments, agencies, and institutions by January 1, 2012, and update the inventory at least annually thereafter.  In addition, the bill requires the Department to provide a listing of surplus real property owned by the Commonwealth on its website with a description of the properties, including parcel identification.

SUMMARY AS PASSED SENATE:

Department of General Services; surplus real property; inventory of state-owned land.  Provides for the Department of Generals Services to inventory all real property owned by state departments, agencies and institutions by January 1, 2012, and update the inventory at least annually thereafter. Under the bill, the Department will provide on its website a listing of state-owned surplus properties with a description including parcel identification consistent with national spatial data standards in addition to a street address. The bill also corrects the name of the fund to receive the 50 percent portion of the proceeds from the sale, lease, or conveyance of surplus property owned by the Commonwealth from the Conservation Resources Fund to the State Park Acquisition and Development Fund. Under the bill whenever the amount of the 50 percent portion of the proceeds exceeds $1 million in any fiscal year, the excess shall be paid into the Transportation Trust Fund.

SUMMARY AS INTRODUCED:

Under the bill whenever the amount of the 50 percent portion of the proceeds exceeds $1 million in any fiscal year, the excess shall be paid into the Transportation Trust Fund. The bill also provides for the Department of General Services to inventory all real property owned by the Commonwealth by December 31, 2012, and update the inventory at least annually thereafter. In addition, the bill requires the Department to submit an annual report to the Governor and the General Assembly by December 31 containing the full inventory of real property owned by the Commonwealth and recommendations regarding property that may be disposed of as surplus property and recommendations regarding property that may be disposed of as surplus property.
