SUMMARY AS PASSED HOUSE:
Constitutional amendment (first resolution); restriction on contents of a law that appropriates funds. Prohibits the enactment of any law that appropriates funds containing (i) any provision that imposes, continues, increases, or revives any tax, fee, or fine or (ii) any provision that reduces, suspends, or eliminates any credit, deduction, or exemption associated with any tax, fee, or fine.
