SUMMARY AS PASSED HOUSE:
Telecommunications fees. Limits liability for the wireless E-911 surcharge to wireless customers with devices capable of two-way interactive voice communication.
SUMMARY AS INTRODUCED:
Prepaid telecommunications service. Clarifies the definitions of prepaid commercial mobile radio service (CMRS) and prepaid calling services. Currently, CMRS and calling service are "prepaid" if the right to access the telecommunications service is sold in predetermined units or dollars that decline or decrease with use. The measure provides that the predetermined units may be measured in units of time, not to exceed one month.
