SUMMARY AS INTRODUCED:

Department of Minority Business Enterprise; definition of small business.  Amends the definition of "small business" to include a business entity partly owned by another business entity provided (i) the same individuals hold ownership interests in both businesses and (ii) both businesses otherwise qualify for small business certification under the rules promulgated by the Department.
