2011 SESSION
WHEREAS, Loraine Lemoine, who has served the citizens of Spotsylvania County with great faithfulness since 1970, retired as director of social services on February 15, 2011; and
WHEREAS, a graduate of the University of Southwestern Louisiana, Loraine Lemoine began her distinguished career in social services in 1970 as a welfare eligibility technician for Spotsylvania County’s Department of Social Services; and
WHEREAS, a compassionate and hardworking woman, Loraine Lemoine spent five years as a social worker, providing clients with critical guidance and information, before becoming a social worker supervisor in 1978; and
WHEREAS, Loraine Lemoine was recognized for her exemplary leadership in 1979 with her promotion to director of social services, a position she held until her retirement; and
WHEREAS, as director of social services, Loraine Lemoine oversaw the provision of comprehensive social services to the residents of Spotsylvania County, ensuring that the basic needs of individuals and families were met and protecting children and adults from abuse, neglect, and exploitation; and
WHEREAS, an able administrator, Loraine Lemoine worked diligently as the department helped residents through such programs as the Comprehensive Services Act, Medicaid, Supplemental Nutrition Assistance Program, and the Holiday Hope Program; and
WHEREAS, one of the fastest growing counties in the United States, Spotsylvania County has seen an increase in the number of people who have turned to social services for assistance; and
WHEREAS, Loraine Lemoine capably led Spotsylvania County Department of Social Services’ efforts to meet the needs of local residents despite the increased caseload; and
WHEREAS, Loraine Lemoine has provided invaluable service to the residents of Spotsylvania County for more than four decades and looks forward to spending time with her family and friends during her well-deserved retirement; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Loraine Lemoine for her outstanding service on the occasion of her retirement; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Loraine Lemoine as an expression of the General Assembly’s congratulations and gratitude for her service to the residents of Spotsylvania County.
