2011 SESSION
WHEREAS, Colonel Horace “Pete” Mann III, United States Army Retired, an admired soldier who served as the chair of the Chesterfield County Board of Elections, died on January 10, 2011; and
WHEREAS, a patriotic young man who desired to prepare himself to serve his country, Pete Mann received a bachelor’s degree from Virginia Military Institute and later in his career graduated from the United States Army War College at Carlisle Barracks, Pennsylvania; and
WHEREAS, a respected leader and able administrator, Pete Mann rose through the ranks of the Virginia Army National Guard and the United States Army, eventually commanding the 176th Engineer Group headquartered in Richmond; and
WHEREAS, after an exemplary career in service to his country and the Commonwealth, Colonel Mann retired from the military in 1992 as the United States property and fiscal officer for Virginia and was given the rank of brigadier general in the Virginia State Forces; and
WHEREAS, Colonel Mann turned his attention to serving his local community, becoming chair of the Board of Elections for Chesterfield County in 1996 and overseeing local elections with an absolute dedication to order, honesty, and nonpartisanship; and
WHEREAS, Colonel Mann dedicated his time and energies as a member and officer of the Chesterfield Historical Society; cochair of the Chesterfield County 250th Anniversary Committee; commander of the First Virginia Association; and president of the Eppington Foundation; and
WHEREAS, Colonel Mann also served as the Richmond Chapter president of the Association of the United States Army and as an “On Your Side” call line volunteer for WWBT Channel 12; and
WHEREAS, Colonel Mann was an active member of Southside Baptist Church, where he enjoyed the fellowship of other members and was the chair of the board of deacons; and
WHEREAS, a man of great integrity, Colonel Mann faithfully served his family, church, community, Commonwealth, and country with great distinction; and
WHEREAS, predeceased by his daughter Sue, Colonel Mann will be fondly remembered and greatly missed by his wife of 56 years, Anne; surviving children, Chip, Peter, Martha, and Dwight, and their families; and his numerous other family members, friends, and admirers; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of an admired soldier and beloved community supporter, Colonel Horace Mann III, USA Ret.; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Colonel Horace Mann III, USA Ret., as an expression of the General Assembly’s respect for his memory.
