WHEREAS, David G. Dickson, a longtime leader in economic development in the Commonwealth, retired in December 2010 after 39 years of dedicated public service to Virginia and his fellow citizens; and

WHEREAS, David Dickson was born in Hanover, Pennsylvania, and moved to Winchester, Virginia, with his family when he was only one, later graduating from John Handley High School in 1967; and

WHEREAS, after completing his undergraduate degree in 1971 from St. Andrew’s Presbyterian College in Laurinburg, North Carolina, David Dickson returned to Virginia to attend Virginia Polytechnic Institute and State University, earning a master’s degree in urban affairs in 1974; and

WHEREAS, David Dickson served as deputy county administrator of Frederick County, from 1971 through 1979, and then joined the staff of the Virginia Department of Economic Development, where he held several increasingly responsible positions until 1996; and

WHEREAS, in 1996 David Dickson was appointed by the Governor as the first director of the Virginia Department of Business Assistance, which he led with distinction for six years; and

WHEREAS, in 2003 David Dickson was handpicked by the Governor to be the executive director of the Virginia Commission on Military Bases, the Commonwealth’s response to the 2005 Federal Base Realignment and Closure process; and

WHEREAS, after helping shepherd the Commonwealth successfully through the federal military realignment, David Dickson was chosen to lead a new political subdivision, the Virginia National Defense Industrial Authority, which helped to build a sound and stable foundation for military-civilian economic relationships in the Commonwealth; and

WHEREAS, throughout his distinguished career, David Dickson has been committed to the prosperity and well-being of the Commonwealth and supportive of sound economic development and defense-related policies and practices that benefit all Virginians; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend David G. Dickson on his many years of exemplary leadership in government and economic development agencies and his outstanding service to the Commonwealth and his fellow citizens; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to David G. Dickson as an expression of the General Assembly’s gratitude for his numerous achievements and best wishes for success in all of his future endeavors.
