WHEREAS, V. Stuart Cook, Hanover County’s longtime sheriff, retired on October 1, 2010, after 20 years of exemplary service; and

WHEREAS, as a young boy, V. Stuart Cook looked up to police officers and desired to pursue a career in law enforcement; and

WHEREAS, V. Stuart Cook fulfilled his childhood dream by becoming an officer with the Richmond City Police Department, rising to the position of deputy chief, and then becoming sheriff of Hanover County in 1990; and

WHEREAS, V. Stuart Cook’s 25 years of experience with the City of Richmond included working on high-profile cases, supervising a staff of 200 employees, and serving as deputy chief of investigative operations; and

WHEREAS, during Sheriff Cook’s tenure, the Hanover County Sheriff’s Office grew to include a forensics unit, high-risk entry team, crisis negotiation team, underwater forensic team, K-9 unit, and accident reconstruction unit; and

WHEREAS, as the head law-enforcement officer for Hanover County, Sheriff Cook implemented an Adopt-A-Senior Program, the Citizens Police Academy, the Senior Citizens Police Academy, and the Youth Citizens Police Academy to better educate and involve the residents of Hanover County in crime prevention; and

WHEREAS, a man of integrity dedicated to excellence, Sheriff Cook maintained Hanover County’s standards and qualifications for its own officers as well as state and international accreditation; and

WHEREAS, the training and experience of the Hanover County Sheriff’s Office under the exemplary leadership of Sheriff Cook was evident when the Beltway Sniper struck Ashland; Sheriff Cook’s team sealed off the scene and collected evidence that was then used to help convict the snipers; and

WHEREAS, Sheriff Cook served the people of Hanover County with great distinction and leaves behind a sheriff’s office well-positioned to continue to protect and serve the people of Hanover County; and

WHEREAS, Sheriff Cook looks forward to spending his days bass fishing, golfing, stopping by his Masonic lodge, and enjoying time with family and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend an outstanding law-enforcement professional, V. Stuart Cook, for his service to the residents of Hanover County on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to V. Stuart Cook as an expression of the General Assembly’s gratitude for his years of exemplary public service.
