WHEREAS, the Commonwealth of Virginia, because of the severity of budget reductions in recent years needs to examine every way to reduce state spending; and

WHEREAS, there exists a serious transportation funding crisis in the Commonwealth of Virginia; and

WHEREAS, zero-based budgeting is a proven budget approach that requires budgets to be built from zero rather than from a previous year's budget level; and

WHEREAS, the Governor has established the Commission on Government Reform and Restructuring to ensure that the Commonwealth uses the most cost-effective methods to deliver core services; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Governor be requested to consider zero based budgeting.

In conducting his review, the Governor shall refer the potential use of zero-based budgeting to the Governor's Commission on Government Reform and Restructuring to evaluate the potential cost-savings opportunities presented by this budgeting approach.   [ In considering the costs savings, the Commission on Government Reform and Restructuring shall also evaluate how much revenue could be saved that could be dedicated to transportation funding in the Commonwealth.  ]

All agencies of the Commonwealth shall provide assistance to the Commission for this study, upon request.

The Commission shall complete his meetings on zero-based budgeting by November 30, 2011 , and shall submit to the the General Assembly an executive summary and a report of his findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the  Regular Session of the General Assembly and shall be posted on the General Assembly's website.
