WHEREAS, Ray A. Conner, Commissioner of the Revenue for the City of Chesapeake, was honored to receive the 2010 First Citizen Award from the Chesapeake Rotary Club; and
WHEREAS, the Chesapeake First Citizen Award is presented annually to an outstanding individual who best exemplifies the spirit of citizenship and who has shown significant leadership through his/her time, talents, and efforts to enhance the quality of life in the City of Chesapeake; and
WHEREAS, a gifted student, Ray Conner graduated from Great Bridge High School and received a bachelor’s degree from Old Dominion University; and
WHEREAS, Ray Conner began his public service career as a magistrate with the Commonwealth and was then elected Commissioner of the Revenue for the City of Chesapeake, a position he has held for over 25 years; and
WHEREAS, Ray Conner was certified as a Master Commissioner of the Revenue by the Weldon Cooper Center for Public Service and has shared his experience and expertise as president of the Virginia Association of Local Elected Constitutional Officers and as president of the Commissioners of the Revenue Association of Virginia; and
WHEREAS, active with the Chesapeake Rotary Club for 27 years, Ray Conner has also generously given of his time and talents in leadership roles with numerous community organizations, including the Southeast Virginia Community Foundation, South Norfolk Ruritan Club, Chesapeake Crime Line, Chesapeake Regional Health Foundation, and Oak Grove United Methodist Church; and
WHEREAS, Ray Conner has received numerous awards and accolades for his community service, including the City of Chesapeake’s Environmental Stewardship Award and the Mayoral Recognition of Personal Volunteerism; and
WHEREAS, a well-known figure in the Chesapeake community, Ray Conner is a person whose integrity, love of community, and commitment to excellence are evident in all his endeavors, making him a worthy recipient of the 2010 First Citizen Award; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Ray A. Conner for his receipt of the 2010 First Citizen Award from the Chesapeake Rotary Club; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Ray A. Conner as an expression of the General Assembly’s congratulations and respect for his years of service to the Chesapeake community.
