SENATE JOINT RESOLUTION NO. 298
Celebrating the life of William Carroll.

WHEREAS, William Carroll of Norfolk, an admired educator and community supporter, entered into eternal rest on March 26, 2010; and

WHEREAS, a native of New York City, William Carroll was born on January 4, 1936, to Willie Ann Carroll and Grover Cleveland Chatman and shortly thereafter moved to his grandparents’ farm in Surry County, Virginia; and

WHEREAS, William Carroll graduated with honors from L.P. Jackson High School and then went on to serve his country proudly in the United States Army; he served on active duty from 1959 until 1962 and was honorably discharged in 1965; and

WHEREAS, a great believer in the value of education, William Carroll received a bachelor’s degree from the former Norfolk division, Virginia State College (now Norfolk State University) and a master’s degree from Temple University; and

WHEREAS, William Carroll taught classes for several years at Norfolk State College/University, where his students admired his sense of humor, dedication to excellence, and love of the English language; and

WHEREAS, desirous to complete his formal education, William Carroll took leave from Norfolk State University to finish his doctoral studies at the University of North Carolina at Chapel Hill; and

WHEREAS, William Carroll, affectionately known as “Dr. Bill,” was a well-known figure on campus and was involved in many activities, including the Norfolk Alumni Chapter’s Noah F. and Georgia A. Ryder Commemorative Concerts; and

WHEREAS, a man of faith who easily expressed his love for others, Dr. Carroll generously gave of his time and talents in the community and was a member of Unitarian Universalist Church of Norfolk for 35 years; and

WHEREAS, a gifted vocalist, Dr. Carroll particularly enjoyed singing with the church choir; he was also an avid gardener who shared his bounty with local food banks; and

WHEREAS, William Carroll will be greatly missed by his soulmate and wife of 43 years, Thelma Young Carroll; his children, Valinda and William, and their families, including beloved granddaughter Avery; and his numerous other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the loss of a dedicated educator and beloved citizen of the Commonwealth, William Carroll; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of William Carroll as an expression of the General Assembly’s respect for his memory.
