11102337DWHEREAS, in 2005, the Virginia Association of Counties (VACo) and Virginia Cooperative Extension formed a partnership to initiate the County Supervisor Certification Program; and
WHEREAS, the County Supervisor Certification Program provides an opportunity for VACo and Virginia Cooperative Extension to collaborate in strengthening the impact of community viability efforts and partner with state and local agencies in providing leadership education; and
WHEREAS, the purpose of the County Supervisor Certification Program is to provide training to enhance leadership and decision-making skills of county supervisors in Virginia; and
WHEREAS, the County Supervisor Certification Program was created in response to requests by county officials for more in-depth knowledge about local government operations; and
WHEREAS, the County Supervisor Certification Program provides an overview of the basic issues, expectations, and practices associated with serving as a county supervisor as well as detailed information about local government; and
WHEREAS, as a requirement of graduation, each participant in the County Supervisor Certification Program must complete five core courses featuring both classroom instruction and self-directed learning on leadership development, duties and responsibilities of public officials, community planning, local government finance, and collaborative governance; and
WHEREAS, participants in the County Supervisor Certification Program also select three elective courses on topics such as conflict resolution and dispute management, team building, technology in local government, decision making, and intergovernmental relations; and
WHEREAS, county supervisors who complete the County Supervisor Certification Program receive certification endorsed by the Virginia Association of Counties and Virginia Tech; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend the Virginia Association of Counties and Virginia Cooperative Extension for initiating the County Supervisor Certification Program; and, be it
RESOLVED FURTHER, That the General Assembly encourage all county supervisors throughout the Commonwealth to achieve certification in the County Supervisor Certification Program; and, be it
RESOLVED FINALLY, That the Clerk of the Senate prepare a copy of this resolution for presentation to the Virginia Association of Counties and Virginia Cooperative Extension as an expression of the General Assembly’s appreciation for their efforts to educate Virginia county supervisors.
