Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:25 as follows:

§ 33.1-223.2:25. Departmental contracts for highway maintenance; display of advertising signs.

The Department of Transportation may contract with private entities for the maintenance of state-owned highway rights-of-way, either directly by the private entity or through a third party, in return for the Department’s permission for display by the private entity of a single advertising sign, no larger than 12 inches by 18 inches, for each direction of traffic on the maintained portion of right-of-way.
