In the case of any violation or violations of any provision of this chapter that involve only defective equipment, unauthorized equipment, missing equipment, or malfunctioning equipment and are punishable solely as traffic infractions, any citation for the alleged offense shall be issued by the officer on a form suitable for a repair technician to provide his written certification that the defect has been repaired within 24 hours of issuance of the citation or before midnight of the next working day following holidays or weekends and that the vehicle is in proper working order.
