Be it enacted by the General Assembly of Virginia:

1.  That § 3.1 of Chapter 138 of the Acts of Assembly of 1988 is amended and reenacted as follows:

 § 3.1. Government of town.

The town shall be governed by a council composed of seven members and a mayor, all of whom shall be qualified voters in the town.Effective January 1, 2013, the town shall be governed by a town council composed of six members and a mayor, all of whom shall be qualified voters in the town.
