HOUSE RESOLUTION NO. 77
Commending Horace Seymour Savage, Jr.

 

Agreed to by the House of Delegates, February 24, 2011

 

WHEREAS, Horace Seymour Savage, Jr., a lifelong educator and celebrated volunteer is recognized for his volunteerism and his myriad contributions to the Portsmouth community; and

WHEREAS, a proud native of Truxton in Portsmouth, Horace Savage graduated from I.C. Norcom High School before attending Hampton Institute, where he received his bachelor’s and master’s degrees and was awarded All CIAA Conference Honorable Mention for football in 1949; and

WHEREAS, in 1950 Horace Savage began his career in education as a teacher and coach at his high school alma mater; during his illustrious 37-year career with the Portsmouth Public Schools, he served as an assistant principal at four schools, the superintendent for General Services and for Personnel and Staff Development, and clerk of the School Board; and

WHEREAS, a member of many educational and professional associations, Horace Savage was elected President of the Portsmouth Education Association in 1967; and

WHEREAS, following his retirement in 1987, Horace Savage was an adjunct professor of education at Norfolk State University and divided his prodigious energies between an almost innumerable array of volunteer community activities; and

WHEREAS, Horace Savage was honored as the 1998 Portsmouth Citizen of the Year and has been described as a professional volunteer; and

WHEREAS, active in Portsmouth groups dedicated to protecting children, providing mental health services, improving access to health care, ensuring veterans services, advocating for civil rights, monitoring citizen safety, supporting the arts, and encouraging others to give back to their community, Horace Savage volunteers across the spectrum; and

WHEREAS, at Saint James Episcopal Church, Horace Savage sings in the choir, has served as a vestryman and president of the Men’s Club, and is a junior and senior warden, licensed Lay Reader, and Chalicer; he has also held many positions with the Episcopal Diocese of Southern Virginia; and

WHEREAS, among the many awards Horace Savage has received, he is most proud of the scholarship established in his name at I.C. Norcom High School to support the educational aspirations of outstanding student athletes; now, therefore, be it

RESOLVED by the House of Delegates, That Horace Seymour Savage, Jr., lifelong educator and celebrated volunteer, be commended; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Horace Seymour Savage, Jr., as an expression of the House of Delegates’ appreciation for his many contributions to the citizens and community of Portsmouth.
