Celebrating the life of James Frank Phelps.

WHEREAS, James Frank Phelps, a longtime resident and former mayor of Occoquan, died on October 17, 2010; and

WHEREAS, in 1938 James Phelps settled in Occoquan and made the town his adopted home; and

WHEREAS, a World War II combat veteran, James Phelps proudly served in the United States Marine Corps in the South Pacific Theater; and

WHEREAS, after returning to the United States, James Phelps worked to protect and defend the public as a member of the Washington Metropolitan Police Department until his retirement in 1971; and

WHEREAS, a dedicated member of the Association of Retired Police Officers of the District of Columbia, James Phelps remained an active supporter of the police department; and

WHEREAS, following his retirement, James Phelps established and operated a successful independent business and became active in local Virginia politics; and

WHEREAS, as mayor of Occoquan from 1996 to 1998, James Phelps endeavored to institute sound policies to preserve the past and promote the future of historic Occoquan; and

WHEREAS, throughout his life, James Phelps remained committed to serving the public, defending his country, and fighting for justice; and

WHEREAS, James Phelps will be remembered by his wife, Mary Ann; his children, John, James, Jeremy, and Jessica; his four grandchildren; and the many friends and neighbors who knew him; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of James Frank Phelps, longtime resident and former mayor of Occoquan; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James Frank Phelps as an expression of the General Assembly’s respect for his memory.
