HOUSE JOINT RESOLUTION NO. 920
Celebrating the life of Patrick W. Ephriam.

WHEREAS, Patrick W. Ephriam, an admired educator and community leader who served the Commonwealth on numerous boards, died on July 27, 2010; and

WHEREAS, a native of Alabama, Patrick Ephriam was born, along with his twin sister, Patricia, on January 31, 1950, to the late Lula Belle Thomas Hairston and Bonner Ephriam; Patrick Ephriam was also the brother of Ernest and blessed to have the influential guidance of his stepfather, Joseph Hairston, in his life; and

WHEREAS, an extremely talented and hard-working student, Patrick Ephriam graduated from George Washington Carver High School, where he was a member of the football and basketball teams; and

WHEREAS, after receiving a football scholarship, Patrick Ephriam attended Delaware State University, earning a bachelor’s degree that would later be followed by a master’s degree from Radford University and a doctorate from the University of Virginia; and

WHEREAS, at the time of his passing, Dr. Ephriam was serving as the deputy executive director and chief financial officer of Piedmont Community Services; his exemplary career devoted to helping others rise to excellence included work at Central Virginia Community College, the Virginia Department of Labor and Industry, Franklin County Public Schools, and Patrick Henry and Bluefield Community Colleges; and

WHEREAS, a devoted member of numerous professional and community organizations, Dr. Ephriam also graciously gave of his time and talents to the Commonwealth through service on various state boards; and

WHEREAS, Dr. Ephriam’s desire to serve others came from his deep and abiding faith formed as a young man and nurtured throughout his life with personal and formal study; in 1990 Dr. Ephriam was honored to preach his first sermon at Mt. Zion AME Church; and

WHEREAS, in 1992 Dr. Ephriam joined Bethel United Way of the Cross Church, where he was ordained an elder and later faithfully served as minister of policies and procedures on the board of directors; and

WHEREAS, Dr. Ephriam received numerous awards and accolades throughout his life for his contributions to various organizations and the community, including the Outstanding Jaycee Award and the Martinsville-Henry County Outstanding Man Award; and

WHEREAS, possessed of a caring heart and strong sense of integrity, Dr. Ephriam’s contributions are varied and many; his selfless service over the years has touched countless lives and created stronger organizations and communities; and

WHEREAS, Dr. Ephriam leaves behind to cherish his memory, his beloved wife, Brenda; children, Brigette and Angela; and numerous other family members, friends, and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of an esteemed citizen of the Commonwealth, Patrick W. Ephriam; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Patrick W. Ephriam as an expression of the General Assembly’s respect for his memory.
