2011 SESSION
WHEREAS, Virginia Warren Garrett, who has faithfully served the residents of the City of Chesapeake as the General Registrar since 1994, will retire on February 28, 2011; and
WHEREAS, the General Registrar is tasked with registering eligible voters; conducting federal, state, and municipal elections; maintaining accurate registration and election records; and coordinating the filing of local candidates; and
WHEREAS, Virginia Garrett began her exemplary career in the Office of the General Registrar as an assistant registrar on March 1, 1984, and became General Registrar on February 1, 1994; and
WHEREAS, during her tenure, Virginia Garrett has overseen 45 elections while 17 new precincts have been created and the number of registered voters almost doubled from 74,153 to 143,536; and
WHEREAS, recognizing the need to update electoral systems to accommodate a burgeoning population, Virginia Garrett presided over the transition from paper pollbooks to electronic pollbooks and the change from a punch card system to the Accuvote-TSX system; and
WHEREAS, an exemplary leader and able administrator, Virginia Garrett has served the City of Chesapeake, the Commonwealth, and the nation with great dedication and skill; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Virginia Warren Garrett for her distinguished service as General Registrar of the City of Chesapeake on the occasion of her retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Virginia Warren Garrett as an expression of the General Assembly’s admiration and respect for her contributions to the electoral process and best wishes in her future endeavors.
