2011 SESSION
WHEREAS, on June 28, 2010, Thomas L. Starnes retired from his position as Mayor of the City of Radford after more than three decades of dedicated service; and
WHEREAS, during his 36-year tenure with the City of Radford, Thomas Starnes served as a member of the city council and was first elected to the position of mayor in 1976; and
WHEREAS, as the esteemed Mayor of Radford, Thomas Starnes made a tremendous impact through many regional efforts including the establishment of a regional landfill and resource authority and the creation of a regional wastewater treatment facility; and
WHEREAS, Thomas Starnes and his many contributions to the city are credited with energizing the city council and making Radford one of the most livable communities in western Virginia; and
WHEREAS, as Mayor of Radford and as a member of the city council, Thomas Starnes attended a total of 870 regular city council meetings, 350 special meetings, 5,000 board and commission and related meetings, and 600 ribbon cuttings, and cast more than 19,000 votes to shape the future of Radford; and
WHEREAS, in recognition of Thomas Starnes’ many contributions and to promote his legacy as an advocate and statesman for the city, the Radford City Council unanimously adopted a resolution to name the future council chambers in the new public safety building the Thomas L. Starnes City Council Chambers; and
WHEREAS, the Radford City Council further lauded Thomas Starnes as an ambassador of the city; citizens and local leaders praised him as a champion of the community and a watchdog of the city’s resources; and
WHEREAS, after thanking the city council and all who wished him well for the tremendous honors they bestowed upon him, Thomas Starnes also thanked his wife, Sharron, and his children and grandchildren for their unflagging support throughout the years; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Thomas L. Starnes on the occasion of his retirement as Mayor of Radford; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Thomas L. Starnes as an expression of the General Assembly’s appreciation for his service to the citizens of Radford and to the Commonwealth.
