11100420DWHEREAS, Dan Howard of Clifton retired after a successful career with Lockheed Martin Corporation and over two decades of exemplary service to his country; and
WHEREAS, a native of Tennessee and a United States Marine, Dan Howard received a bachelor’s and master’s degree from the University of Tennessee; and
WHEREAS, Dan Howard began a distinguished Foreign Service career in 1972 that included overseas tours in Japan, Poland, and Cyprus and involvement in numerous international conflicts and crises where his judgment and diplomatic skills were of service to his country; and
WHEREAS, during the 1980s, Dan Howard was in Poland when martial law was declared and in the Philippines during the revolution in which the Marcos family fled the country; and
WHEREAS, Dan Howard also served in Cyprus where he was a key member of the task forces that dealt with the terrorist bombing of the nearby United States Embassy in Beirut, the truck bombing of the Marine barracks, and the hijacking of TWA Flight 847; and
WHEREAS, Dan Howard then moved on to the White House where he served as Special Assistant to the President and was in Reykjavik, Iceland, in 1986 with President Reagan for the meeting with General Secretary Gorbachev; he also participated in the Washington Summit in 1988 at which the Intermediate-Range Nuclear Forces Treaty was signed; and
WHEREAS, as Assistant Secretary of Defense for Secretary Frank Carlucci, Dan Howard was in Moscow for the historic meetings with Soviet Minister of Defense Yazov; and
WHEREAS, during the administration of President George H.W. Bush, Dan Howard served as Under Secretary of the Navy where he was one of the driving forces behind the seminal statement of naval doctrine entitled “From the Sea”; and
WHEREAS, Dan Howard also led the task force that cut United States Navy operating costs by $26 billion in the wake of the collapse of the Soviet Union; and
WHEREAS, during the course of his career, Dan Howard received numerous awards and accolades for his service, including the Superior Honor Award, Presidential Meritorious Rank Award, and the Department of the Navy Distinguished Public Service Award in 1993; and
WHEREAS, in 1993 Dan Howard retired from the government and joined a division of UNISYS Corp. which eventually became part of Lockheed Martin; and
WHEREAS, Dan Howard served in various positions including as president of a Tokyo-based subsidiary of a company acquired by Lockheed Martin, Vice President of Washington Operations for Marine Corps systems, and Vice President and General Manager of Lockheed Martin’s Akron, Ohio, facility; and
WHEREAS, on February 14, 2010, Dan Howard retired from Lockheed Martin Corporation as Senior Advisor for Asia and Pacific Affairs for its Maritime Systems group of companies, where he worked with senior military and civilian leaders of countries throughout Asia; and
WHEREAS, after decades of outstanding service, Dan Howard looks forward to a rewarding retirement with his family and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Dan Howard for his meritorious public service and successful business career on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dan Howard as an expression of the General Assembly’s congratulations and best wishes for his future endeavors.
