HOUSE JOINT RESOLUTION NO. 823
Celebrating the life of Martin Fillmore Clark, Sr.

WHEREAS, Martin Fillmore Clark, Sr., of Stuart, an admired Commonwealth’s Attorney who faithfully served Patrick County for 28 years, died on December 24, 2010; and

WHEREAS, a native of Patrick County, Martin Clark was born on August 22, 1920, to the late Robert N. Clark and Allie Martin Clark and was one of five sons; and

WHEREAS, after distinguished service with the United States Navy during World War II, Martin Clark earned a law degree from the T.C. Williams School of Law at the University of Richmond and returned to Patrick County to practice law in 1950; and

WHEREAS, in 1951 Martin Clark received the confidence of his fellow Patrick County residents when he was elected Commonwealth’s Attorney, a position he held for the next 28 years; and

WHEREAS, as Commonwealth’s Attorney, Martin Clark saw many changes throughout his tenure, including changes in the types of criminal activity and the growth in the county that led to increased personnel in the Commonwealth’s Attorney’s office; and

WHEREAS, respected and admired by his colleagues for his keen mind and firm grasp of the intricacies of the law, Martin Clark ably served as president of the Patrick County Bar Association for over a decade; and

WHEREAS, dedicated to his fellow residents, Martin Clark worked closely with local government officials and made many trips over the years to Richmond when the General Assembly was in session to speak for the interests of Patrick County; and

WHEREAS, Martin Clark practiced law for 60 years and was known and admired throughout the Commonwealth for his legal knowledge, contributions to his profession, and efforts on behalf of Patrick County; and

WHEREAS, predeceased by his wife, Hazel Young Clark, Martin Clark will be fondly remembered and greatly missed by his son, Patrick County Circuit Court Judge Martin F. Clark, Jr.; brother, Henry Clark; and other family members, friends, and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of an esteemed attorney from Patrick County, Martin Fillmore Clark, Sr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Martin Fillmore Clark, Sr., as an expression of the General Assembly’s respect for his memory.
