HOUSE JOINT RESOLUTION NO. 749
Commending Senior Lieutenant Phillip Harrover, Jr.

WHEREAS, on December 6, 2010, the Capital Area Chapter of the Theodore Roosevelt Association awarded Prince William County Police Department Senior Lieutenant Phillip Harrover, Jr., with its seventh annual Theodore Roosevelt Police Award; and

WHEREAS, created in the memory of an American president with an inestimable regard for the sacrifices made by members of the police force and who overcame his own debilitating illness early in life, the Theodore Roosevelt Police Award honors an exemplary law-enforcement officer who overcomes physical adversity, illness, or injury and returns to service; and

WHEREAS, while enjoying an off-duty motorcycle ride on March 15, 2008, Senior Lieutenant Harrover was struck head-on by a pickup truck when an intoxicated driver swerved across the double yellow line; and

WHEREAS, Senior Lieutenant Harrover was thrown from his motorcycle and into oncoming traffic; he suffered a compound leg fracture and a deep gash in his thigh, and his right arm was bent at a 90-degree angle, broken in 11 places; and

WHEREAS, after being airlifted to Inova Fairfax Hospital, Senior Lieutenant Harrover underwent nine hours of surgery to repair the initial damage; following further operations and intense physical rehabilitation and physical therapy, he remained determined to make a full recovery; and

WHEREAS, committed to the Prince William County Police Department, his position as Deputy Commander of the Special Operations Bureau, and his place on the Special Weapons and Tactics Team, Senior Lieutenant Harrover stayed abreast of developments in the department throughout his recuperation; and

WHEREAS, exactly one year and one day following the accident, Senior Lieutenant Harrover returned to active duty with the Prince William County Police Department; and

WHEREAS, Senior Lieutenant Harrover continues to strive for excellence in every aspect of his involvement as a law-enforcement officer, pushes himself to achieve his personal best, and provides an unwavering example to others; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Senior Lieutenant Phillip Harrover, Jr., for his receipt of the Theodore Roosevelt Police Award; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Senior Lieutenant Phillip Harrover, Jr., as an expression of the General Assembly’s admiration for his courageous perseverance and deep appreciation for his continued service to the citizens of the Commonwealth.
