Directing the Virginia Manufacturing Development Commission to develop a plan for repatriating manufacturing jobs and evaluating possible tax incentives. Report.

WHEREAS, Virginia’s manufacturing sector has reduced employment by over 40,000 workers in the last 20 years; and

WHEREAS, the manufacturing sector contributes over 26 percent of all corporate income taxes to the Commonwealth and 27 percent of local business taxes; and

WHEREAS, manufactured goods constitute more than 80 percent of all Virginia’s exports; and

WHEREAS, over 10 percent of Virginians are directly employed in manufacturing, and a significant proportion of Virginia’s sponsored research and development is conducted by manufacturers; and

WHEREAS, the manufacturing sector is strategically important to the Commonwealth and the country, and repatriating jobs and capital investments or equipment from a foreign country to the Commonwealth, as well as leveling the operating costs between Virginia operations and competing locations abroad, is a desirable economic goal; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Manufacturing Development Commission be directed to develop a plan for repatriating manufacturing jobs and evaluating possible tax incentives.

In developing the plan, the Virginia Manufacturing Development Commission shall (i) solicit and evaluate proposals to align, reorganize, and create incentives and manufacturing-related programs to repatriate manufacturing jobs and consider possible tax incentives; (ii) ensure that the proposed plan is mutually beneficial to the manufacturing sector and the Commonwealth’s economic development programs and that the provisions are not redundant; (iii) consider the proposed H. R. 5980, 111th Congress, 2d Session, “Bring Jobs Back to America: Strategic Manufacturing and Job Repatriation Act"; and (iv) determine the appropriateness of incorporating the following: priorities established in the Virginia Industrial Innovation Strategy, the proposals and initiatives for implementing the recommendations proposed by the Joint Legislative Audit and Review Commission's 2007 report, “Impact of Regulations on Virginia’s Manufacturing Sector,” and the Virginia Economic Development Partnership's Manufacturing Impact and Economic Diversification Plan (FY 2007-2011) that resulted from the enactment of Chapter 375 of the Acts of Assembly of 2006.

The Office of the Clerk of the House of Delegates shall provide administrative staff support. The Division of Legislative Services shall provide legal, research, policy analysis, and other services as requested by the Virginia Manufacturing Development Commission. Technical assistance shall be provided to the Virginia Manufacturing Development Commission by the Virginia Economic Development Partnership, and the staffs of the House Committee on Appropriations and the Senate Committee on Finance. All agencies of the Commonwealth shall provide assistance to the Commission for this study, upon request.

The Virginia Manufacturing Development Commission shall complete its meetings by November 30, 2011, and the chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2012 Regular Session of the General Assembly. The executive summary shall state whether the Virginia Manufacturing Development Commission intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
