WHEREAS, Virginia’s manufacturing sector has reduced employment by over 40,000 in the last 20 years; and

WHEREAS, the manufacturing sector contributes over 26% of all corporate income taxes to the Commonwealth of Virginia and 27% of local business taxes; and

WHEREAS, manufactured goods make up over 80% of all Virginia’s exports; and

WHEREAS, over 10% of Virginians are directly employed in manufacturing; and

WHEREAS, a significant portion of Virginia’s sponsored research and development is conducted by manufacturers; and

WHEREAS, the manufacturing sector is strategically important to the Commonwealth and the Country; now, therefore, be it

RESOLVED by the House of Delegates that repatriating jobs and capital investments, the act of capturing jobs and capital or equipment from a location in a foreign country to a location within the Commonwealth, as well as leveling the operating costs between Virginia operations and competing locations abroad, is a desirable economic goal and the Virginia Manufacturing Development Commission (§ 30-275) shall solicit and evaluate proposals to align, reorganize and/or create incentives and manufacturing-related programs to accomplish this goal.

The Virginia Manufacturing Development Commission shall ensure that the work of the Commission is mutually beneficial to the manufacturing sector and the Commonwealth’s economic development programs and is not redundant.  The plan shall also consider the proposed HR 5980 [111th Congress] “Bring Jobs Back to America: Strategic Manufacturing & Job Repatriation Act.”

Administrative staff shall be provided in accordance with § 30-275.

The plan shall also incorporate priorities established in the Virginia Industrial Innovation Strategy and include a proposals and initiatives for implementing the recommendations of JLARC’s 2007 “Impact of Regulations on Virginia’s Manufacturing Sector” report and the VEDP Manufacturing Impact and Economic Diversification Plan (FY 2007-2011) that was produced as a result of Chapter 375 of the 2006 Acts of Assembly.

The Virginia Manufacturing Development Commission shall complete its plan by November 30, 2011, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2012 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
