WHEREAS, plug-in electric vehicles are becoming both more practical and more popular; and

WHEREAS, increased use of plug-in electric vehicles has the potential of contributing to air quality improvements, particularly in the urban portions of the Commonwealth; and

WHEREAS, it would be prudent for potentially affected agencies of the Commonwealth and other parties interested in plug-in vehicle technology to consider this new technology and its possible benefits to Virginia; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Governor be requested to appoint an interagency task force to study use of plug-in electric vehicles in Virginia.

In conducting its study, the task force shall (i) evaluate regulatory barriers to the widespread deployment and use of plug-in electric vehicles; (ii) identify methods to facilitate, coordinate, and support the adoption of plug-in electric motor vehicles in the Commonwealth; and (iii) assess the need for laws or regulations to protect customers of electric vehicle charging stations. Such task force shall include representatives of the Virginia Department of Transportation, the State Corporation Commission, public utilities serving the people and businesses of Virginia, the Virginia Department of Mines, Minerals and Energy, the Virginia Office of Weights and Measures, the motor vehicle industry, and other interested parties.

All agencies of the Commonwealth shall provide assistance to the task force for this study, upon request.

The task force shall complete its meetings by November 30, 2011, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than December 31, 2011, and shall be posted on the General Assembly's website.
