WHEREAS, veterans of the United States Armed Forces and the Virginia National Guard gain invaluable training and experience through their military experience; and

WHEREAS, much of this training and experience is relevant to jobs in the civilian sector; and

WHEREAS, the Code of Virginia requires licensing and certification for many professions; and

WHEREAS, the military training and experience gained by veterans often parallels the training required for licensing and certification, but is not recognized by the state in obtaining the required licensing and certification; and

WHEREAS, allowing veterans to use their military experience in obtaining licensing and certifications required for certain careers would assist veterans transitioning to the civilian sector; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of Veterans Services be requested to study certification and licensing opportunities for veterans.

In conducting the study, the Department of Veterans Services shall review existing state laws requiring licensing and certification, compare these requirements with similar Military Occupational Specialties, and make recommendations to the General Assembly as to which provisions in the Code of Virginia might be amended to allow for military training to fulfill certain licensing and certification training requirements.

All agencies of the Commonwealth shall provide assistance to the Department of Veterans Services for this study, upon request.

The Department of Veterans Services shall complete its meetings by November 30, 2011, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2012 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
