HOUSE JOINT RESOLUTION NO. 630
Commending Alfred W. Gross.

WHEREAS, Alfred W. Gross, who served the Commonwealth with great distinction as the head of the State Corporation Commission’s Bureau of Insurance, retired on December 31, 2010; and

WHEREAS, Alfred Gross began his exemplary career with the Bureau of Insurance in 1981 as an insurance examiner in the Financial Regulation Division; he supervised company licensing and regulatory compliance from 1983 to 1989 before being named Deputy Commissioner of the Financial Regulation Division; and

WHEREAS, appointed Commissioner of Insurance May 1, 1996, Alfred Gross also served as the court-appointed Deputy Receiver for Virginia-domiciled insurers in receivership; and

WHEREAS, an admired and respected leader, Alfred Gross worked diligently with the dedicated and professional staff of the Bureau of Insurance to license, regulate, investigate, and examine more than 2,500 insurance companies, groups, and plans and nearly 184,000 insurance agencies and agents on behalf of the people of the Commonwealth; and

WHEREAS, Alfred Gross developed excellent working relationships with representatives from various departments and divisions across the Commonwealth, where his sharp grasp of complex issues, keen intellect, and commitment to service made him a valuable public servant; and

WHEREAS, as one of the longest serving insurance commissioners in the nation, Alfred Gross was an esteemed member of the National Association of Insurance Commissioners (NAIC) and the International Association of Insurance Supervisors (IAIS); and

WHEREAS, Alfred Gross served as chair of the NAIC’s Financial Condition (E) Committee, vice-chair of the NAIC Solvency Modernization Initiative Task Force, and chair of the IAIS Technical Committee; and

WHEREAS, in 2010 Alfred Gross received the President’s Award for Distinguished NAIC Member Leadership for his exemplary leadership, sustained service, and significant contributions towards the advancement of NAIC’s mission; and

WHEREAS, a native of Chicago, Alfred Gross received a bachelor’s degree from Loyola University, a master’s degree and doctorate from the University of Kansas, and a master’s of business administration from the University of Richmond; and

WHEREAS, a national leader on financial issues facing the regulatory community, Alfred Gross has worked with great intelligence and integrity to protect Virginia policyholders and ensure a competitive insurance market in the state; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Alfred W. Gross on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Alfred W. Gross as an expression of the General Assembly’s appreciation for his distinguished service to the Commonwealth.
