11102648DWHEREAS, Samuel Dale Phillips, a respected citizen of the Commonwealth, died on October 13, 2010; and
WHEREAS, known to his friends and family as Sam, Samuel Phillips was born in Charlottesville on September 1, 1955, to the late Joanne Connor Phillips and Claude Dudley Phillips, Sr.; and
WHEREAS, after graduating from Albemarle High School in 1973, Samuel Philips received an associate degree from Piedmont Virginia Community College and a bachelor’s degree from Virginia Commonwealth University; and
WHEREAS, Samuel Phillips shared his great love of learning and encouraged the academic interests of students for more than three decades as a Library Specialist at the Downtown Campus of J. Sargeant Reynolds Community College; and
WHEREAS, Samuel Phillips became an active member of Fifth Baptist Church where he dedicated his time to the Men’s Ministry, served on the Trustee Board, won the honor of Usher of the Year on the Male Usher Board, and contributed his quick wit and good humor to the Mixed Adult Sunday School Class; and
WHEREAS, Christmas being his favorite time of year, Samuel Phillips took great joy in volunteering with the Fifth Baptist Church Angel Tree Ministry each year, putting careful thought into each gift given to a family in need; and
WHEREAS, fueled by a sense of civic pride and duty, Samuel Phillips served as an Election Officer in his locality; and
WHEREAS, predeceased by his daughter, Samone, Samuel Phillips will be greatly missed and fondly remembered by his wife, Brenda, his son, Keith G. Balmer, and other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a respected citizen of the Commonwealth, Samuel Dale Phillips; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Samuel Dale Phillips as an expression of the General Assembly's respect for his memory.
